Regulatory activity in the European Union resumed today after a two-day pause, with an update of 52 changes heavily concentrated in the iron and steel sector. The headline developments were the loading of new safeguard measures on steel shelving units and technical adjustments to tariff quotas for ferro-silicon, both of which took effect yesterday. While no measures came into force today, the update signals a continuation of the intense administrative and policy focus on steel products seen in recent weeks.

The themes

Today's TARIC update broke two days of silence, delivering a focused set of changes that reinforce the iron and steel sector as the primary area of regulatory scrutiny. Of the 52 records loaded, 32 concerned iron and steel products (Chapter 72), with the activity split between new trade defence measures, tariff quota management, and a significant number of new technical requirements and conditions.

Headline items

Two key sets of measures, both effective from 14 September, were loaded into the system today:

  • New Safeguards on Steel Shelving: New trade defence measures were introduced for “bolted and boltless steel shelving units and components thereof” (commodity codes 9403208020 and 9403991020). The measures apply to imports from all countries, consistent with a safeguard action, and are detailed in Regulation R2023/26.

  • Ferro-Silicon Quota Adjustments: Technical changes were made to tariff quotas for ferro-silicon (7202210000) and other ferro-alloys (7202290000). The updates involve new conditions and validity changes, with multiple conditional duty rates for ferro-silicon now in place, the highest of which is 5.7%.

Coming into force

No new measures took effect today, 15 September. The most significant changes in today's update were effective yesterday, as noted above.

Today's publication also included 24 future-dated records, primarily consisting of new technical requirements for the iron and steel and machinery sectors, which will be reported as their effective dates approach.

What to watch

Today’s activity directly continues the intense focus on the iron and steel sector highlighted in last week’s major updates. Attention remains on the more than 8,000 future-dated administrative changes for steel products loaded last week, with the timing of their activation still the key event on the horizon for trade compliance professionals in the sector.
