The European Union published a massive tariff update today, loading over 850 changes. The vast majority of these are future-dated administrative adjustments to tariff quotas and import controls, overwhelmingly concentrated in the iron and steel sector. The most significant immediate development is the entry into force of new definitive anti-dumping duties on a range of glass fibre products originating from Egypt. Today’s update also included new trade defence measures on certain chemicals from China and Türkiye.
The themes
Today’s regulatory activity was defined by its sheer volume, with a massive preparatory update laying the groundwork for future changes. Of the 852 records loaded, nearly 740 are future-dated, signaling a significant administrative overhaul is imminent. This activity was heavily focused on tariff quotas and controls for iron and steel products, which accounted for nearly half of all changes.
In parallel, the EU’s trade defence enforcement continued. New anti-dumping duties on Egyptian glass fibres became effective today, while new measures were also published targeting chemicals and plastics from several origins, including China, Türkiye, South Korea, and Mexico.
Headline items
Several trade defence actions were central to today's update:
-
New Duties on Egyptian Glass Fibres: Taking effect today, new definitive anti-dumping duties now apply to a range of glass fibre products from Egypt, including chopped strands, rovings, and mats (HS Chapter 70). Per Regulation R2107/26, the duty rate is set at 13.1%.
-
Chemical and Plastic Trade Defence: New measures were loaded targeting o-Acetylsalicylic acid (a key ingredient in aspirin) from China and Türkiye. In a separate action, measures were adjusted for Polyvinyl chloride (PVC), with new country-specific measures for China, South Korea, Mexico, and Taiwan replacing a previous all-countries measure.
Coming into force
Fourteen measures took effect today, with the Egyptian glass fibre duties being the most significant.
Looking ahead, the vast number of future-dated measures loaded today points to a busy end to the week. Notably, a large package of new requirements and tariff quotas for grain-oriented electrical steel (HS 72251100) affecting imports from China, Japan, and South Korea is scheduled to take effect tomorrow, 25 September. This follows on from the administrative adjustments to duties on the same products reported yesterday.
What to watch
The volume of future-dated changes loaded for the iron and steel sector suggests that trade professionals in that industry should prepare for significant administrative shifts in the coming days as new quota conditions and other controls are activated. The focus on electrical steel, in particular, continues a multi-day regulatory narrative.
