It was a massive day for EU trade regulation. Regulators loaded over 5,200 changes, dominated by a major new anti-dumping action against high-protein pea protein from China, with duties reaching 67.4%. This continues the significant enforcement focus on the agri-food sector seen last week. Concurrently, nearly 7,000 measures took effect today, marking the start of the fourth quarter with new anti-dumping duties on Chinese glass microspheres and the opening of new tariff quota periods for beef from several key trading partners.
The themes
Today's TARIC update was one of immense scale, with over 5,200 changes loaded and nearly 7,000 taking effect. The activity signals a significant and sustained tightening of trade controls, overwhelmingly driven by trade defence measures.
The clear focus of the new measures is the agri-food sector, continuing the major enforcement wave seen at the end of last week. Over 4,700 of the changes loaded today target residues and prepared animal fodder (Chapter 23), with another 400 affecting miscellaneous edible preparations (Chapter 21).
Headline items
Today's update contained a major new trade defence action targeting a key food ingredient from China. These measures were effective as of 30 September.
- New Anti-Dumping Duties on Pea Protein: The EU has imposed definitive anti-dumping duties on imports of high-protein pea protein from China. The measures, implemented under Regulation R0916/26, apply to numerous commodity codes across Chapters 21 and 23. The duties are extensive, with a top rate of 67.4% among 80 different exporter-specific rates.
- New Controls on Animal Fodder: In parallel, a vast number of new requirements and conditions were applied to prepared animal fodder originating from China, further tightening controls in this sector.
Coming into force
The start of the fourth quarter sees a large number of previously-announced measures taking effect today, 1 October.
- New Duties on Glass Microspheres: New anti-dumping duties on solid glass microspheres (also known as 'glass beads') from China are now in effect. The measures apply to several commodity codes in Chapter 70.
- New Beef Quota Periods Open: As is typical for the start of a quarter, new 0.000% tariff rate quotas for beef have opened today. These apply to imports from numerous origins, including the United States, Canada, Australia, New Zealand, Argentina, and Uruguay.
What to watch
The scale and focus of today's update confirm that the major agri-food enforcement push seen last week was not an isolated event. The imposition of significant duties on a widely used ingredient like pea protein underscores a strategic focus on this sector. Importers of food ingredients and animal fodder, particularly from China, should anticipate a continued environment of heightened scrutiny and regulatory action.
