EU tariff administration returned to a quiet baseline today following yesterday’s surge of agricultural updates, recording just 13 newly loaded measures. Activity was almost exclusively concentrated in mechanical appliances (Chapter 84), establishing revised customs duty conditions taking effect on 1 November. At the border, the sole measure entering into force today adjusts preferential entry-price tariff rates for fresh tomato imports from Algeria.

The themes

Following Wednesday's publication of more than 900 forward-looking agricultural records, today’s TARIC update saw volumes drop sharply. Regulators published 13 change records in total, of which 11 are future-dated.

Rather than broad tariff-schedule shifts, today’s activity is a targeted administrative tune-up. Twelve of the 13 loaded records affect Chapter 84 (machinery and mechanical appliances), primarily updating requirements, conditions, and customs duty parameters rather than enacting immediate border changes.

Headline items

  • Machinery Duty Adjustments for November: The most prominent future-dated file loaded today establishes revised customs duties on machinery components under CN code 8411110090. Issued under Regulation 0382/26, the measure applies erga omnes (to all third-country origins) and introduces a multi-tier rate structure with duties up to 3.000 EUR across eight exporter and variant classifications. The measure is scheduled to take effect on 1 November 2026.

Coming into force

Only one measure took effect today, 15 October 2026:

  • Algerian Fresh Tomatoes: Preferential entry-price duty conditions entered into force for fresh or chilled tomatoes (CN code 0702000000) originating in Algeria. The schedule applies a zero-rate tariff at standard import values of 62.600 EUR/100 kg or above, scaling to specific duty additions of 1.300 EUR and 2.500 EUR per 100 kg as values decline.

Looking ahead, key future dates already on the schedule include:

  • 25 October 2026: Enforcement of the trade-defence measure loaded yesterday covering electric robot mowers from China (CN code 8433111010).
  • 1 November 2026: Activation of the Chapter 84 machinery duty adjustments under Regulation 0382/26.

What to watch

With today's machinery entries extending TARIC's forward pipeline into November, compliance teams handling mechanical imports under heading 8411 should review supplier classifications against the multi-rate structure established by Regulation 0382/26 ahead of its 1 November effective date.
